Senator Ellis moved and asked unanimous consent that SENATE                                                                     
RESOLUTION NO. 401, which had been held on the Secretary's desk                                                                 
(page 3248) be taken up at this time. Without objection, it was so                                                              
ordered.                                                                                                                        
                                                                                                                                
The question being: "Shall SENATE RESOLUTION NO. 401 Urging                                                                     
the United States Congress to pass legislation to open the coastal plain                                                        
of the Arctic National Wildlife Refuge to oil and gas exploration,                                                              
development, and production, pass the Senate?" The roll was taken
